This would probably involve DNA testing, since otherwise a given person could just identify as an apache attack helicopter.
Outside of a medical context, where ethnicity may have biological relevance, racial identity really should not matter. The fact that these questions are even asked in the paces they appear is the real issue. Those questions should therefore be called out as irrelevant and removed.
Throwing garbage into the data collection is a cheeky way of dealing with it, but doing so may have an unintended consequence of pushing the data collectors to use even more nefarious means to capture that data.
