A landmark Scotus ruling held:

There is no question of the general doctrine that fraud vitiates the most solemn contracts, documents, and even judgments.

in other words, even a U.S. election can be thrown out if it was determined by fraud, and yes this ruling has been applied to at least two non-presidential elections if memory serves.
