To be fair, there is a difference between traveling by sea for a month to an untamed wilderness to create a new society and having an ngo drive you north for a day to sign up for welfare.
And they used to be screened and have to have a skill.
Sadly now we just let hordes of unskilled walk over and provide them with $400/night luxury hotel rooms and $75,000 worth of taxpayer benefits each (free healthcare, free housing, free food, free phone, free internet, etc.)

My great-grandfather came a bit later than that, but he got off the boat in NYC from Ireland with a couple bucks in his pocket.
The government didn't give him a dime when he got here, and he was self sufficient within a month.
