It's a vicious cycle. They lose business, so they "have" to lower quality and raise prices, which leads to lower business.
The correct response of firing the people that lead to the situation never happens. Even fast food joints needs a meritocracy to actually function, just like every other level of society. When you take that away it collapses and festers.
Before we were married my gf left her charger at my apartment across town so I just met her at a burger king gas station in the middle. Bad idea. I pulled in and all the locals were swarming in the parking lot doing hood rat shit. It was flanked by single room block houses that looked worse than 3rd world slums. I hadn't even pulled all the way in before slowly backing out and calling my gf.
