Conversely , the enemy of humanity also knows people will just refuse to pay attention to anything, even when it comes and knocks on your door and says we're here to kill you, but its for your own good.

They've been trying this transparency approach for long, take Sweden for instance, a country with 100% transparency of everything. Even personal information is publicly available, government documents, everything.
The people ain't stupid, average IQ 110 (down to 100 due to mass immigration). And 100% of MSM i controlled by the same company who gets funded by the government. Alternative news channels exist but those are just as banned and discredited as Infowars and has been for very long.
Still, corruption is hidden in plain sight all the time and politicians rarely gets convicted, they even have people waiting in line to get thrown under the bus, people who receive millions to get fired and that's somehow a punishment, MSM write war articles about it for days once a scandal is released, then bam everything forgotten, and nobody is mad anymore.
Point is, they have nothing to fear posting it all in public, because out of the whole population only 1% will ever find the document, and out of those only 1% will be intellectual enough to read and understand a scientific report and connect the dots to reality, as well as having the attention span to read more than a few lines.
Of those only 0.1% I guess will have the rage to go out and do something small like writing a angry FB post which is of course shadow banned. That would be about 300 people in the entire US for reference, then out of those 1 - 5 might be pissed of to take a gun and go to a local government building, start shooting politicians in anger. An attack that will be labeled far right terror attack and used in their gun ban narrative.

This wasn't originally a plan. This was originally a thought experiment. Then someone read it and said "hey we could do this!"
It's not honesty, or a secret agenda, it's just incompetence and a bungled response.
