Think of all the mediocre employees your business/field who just copy-paste from previous projects or from google. Governmental jobs attract collectivist and low-effort individuals - so you know there has to be millions of those mediocrities who's agenda consists of "answer my email, get paid, go home" in the government.
So while the government as a whole is pushing an agenda, any particular action is most likely due to incompetence. Why does my mail take an extra two weeks to get to me? The election is over, they got rid of trump, they don't need to sabotage themselves to justify additional funding. They're just lazy fuckups - full offense meant to my acquaintances who work for the post office, all of whom fit this stereotype.
Same story as DMV. Why can't they correct the information on my license after 4 attempts? Some agenda do convince me they're idiots? No. It's because they don't give a fuck. They show up, "work" 8 hours, and collect a pension. That's their only goal.
