N95's are made for contaminated env. and filter air while inhaling whereas surgical masks are made for sterile env to filter air while exhaling. Meaning this idiot has the masks on in direct contravention of their application. No. N95 is a very specific standard. The flu virus is far smaller than that minimum opening in the filter medium.
