Colorado does this with medicinal cards and CCW licenses, but they don't have access to dispensary records. I'd have to see some actual evidence that NY has warrantless access to these in order to believe this claim.
Drugs and state legal drugs are an enforcement grey area -- the feds could clamp down at any time because they already have the legal authority.

yet.... and it's not like those dispensaries will ever delete those records.
