It's more than that. He's trying to use that as an excuse to avoid taking a stance. He's a coward.

To me he is taking part in that war, and he is doing so in bad faith.

He may be claiming that he is not taking a stance. Yet to me, his stance his clear. He is a person that will do anything for his love of money, including hurting and maiming children, both physically and psychologically.
