I think he sends them via email to select journalists/groups/people he trusts who then share them, usually via twitter. I usually see them first on RSBN's twitter. Yesterday Jenna Ellis posted it with the caption, "INBOX."
I do wish they were updated on his site; I also wish there was a mailing list we could subscribe to so that we all get them. I think it would help get them out more than just relying on some people to share them and retweet. But I'm just a lowly pede so what do I know....
