Not just spending. They can pass any bill they want and just call it a spending bill, say like, gun control with spending measure. The gate is open and the filibuster is DOA.
So the Byrd Rule makes sure that things like Gun Control or other non-revenue, spending, or debt limit bills cannot go through Reconciliation.
You need 51 to nuke the Byrd Rule but they don't have Manchin.
So no gun control (yet), but this gives them unlimited spending abilities which is bullshit because Trump, Obama, Bush, Clinton, HW, Reagan, and Carter (7 fucking presidents before Biden) were all only given 2 opportunities per midterm cycle.
