Why vaccinate and kill all of the citizens that will comply with you? You'd be left with a world full of dissenters.
He said they want us to know it's a 99% survival rate so it is an easy choice to refuse the vaccine. Then they jab all the sheep that would do it anyway. THEN they release a virus that WILL kill us but not announce it. When the "anti vaxxers" die, it won't raise any eyebrows because they "chose to not get vaxxed".

The problem with your theory is viruses quickly become less lethal to their hosts once they are released. Lethal virus mutations kill their hosts and thus don't get to reproduce further; a virus that doesn't kill it's host will get to reproduce more. It would be easier to kill the dissenters via more physical methods (genocide), which is what they have planned for dissenters.
