Therefore Delta have created a rule to PREVENT black people from flying on their plane.

You're correct. Bigotry of Low Expectations is a thing. With Black folks being more highly concentrated in urban areas, they are also much more likely to live in close proximity to a DMV or other government services building in which IDs are provided.
