I was a little kid at the time, but I remember it vividly. My based parents explained to me that the Democrats didn't want any Vietnamese coming here because they were Republicans. That was my red pill. I was about six years old.

I'm not familiar with what the op posted but Congress can bypass some of it's procedural norms/rules provided there are zero objections. I think this applies to both houses.

In the period the op is describing things were moving quickly. Many thought the south Vietnamese would hold out and few predicted the nva would cut through them like a hot knife through butter.
