No, but term restrictions should have been for not just all voted for positions but all appointed positions or otherwise government jobs period with a max of all public service being no more than 20 years or so. Add in a ban on "consulting" or "lobbying" beyond 5 years out of office. For good measure deduct a year of eligibility for any government positions for every year "consulting" or "lobbying" prior to election or appointment.
