They'll keep the virus panic rolling for a few more "strains", which will necessitate a system for tracking booster shots and 2nd/3rd/8th vaccines. Then you'll have "health experts" coming out of the woodwork to classify racism and sexism as health crises worthy of government intervention. Your vaccine passport will become a catch-all passport that rates your threat level based on the things you've said online, your affiliations, your gun ownership, your "criminal record" (white nationalist crimes only, of course), etc. Private businesses will then bar you from service based on your political beliefs, which will not be protected by the state.
