During the peak of Russian communism, 1 in 4 people was a government snitch. They would be assigned three citizens to monitor, under the auspices of friendship.

Anyone who thinks that can't happen here doesn't understand people. The trick to preventing it is to harm their enforcers until people stop signing up for the job. It goes even faster if you maim but don't kill, that way they have to spend extra resources rehabilitating their casualties. Fear is better spread by the living than the dead.

Exactly my point and that's exactly how you deal with it. Except, I would argue that you cut out the middle men. Who does the snitch report to where they turn that report into action against the people. That's the guy you give a lobotomy. Injured combatants can still be useful.
