You’re registered to vote when you get a driver license/ state ID. Ballot is a basic sheet of paper with no serial number. No secrecy sleeve is provided. Dominion is used by 60/64 counties. They claim that if you randomly “have a blue line” on your ballot envelope, then you need to include a copy of your ID. Otherwise, they do not require it.
