Some people are broken, breaking them further by cajoling them into mutilating their reproductive systems is not helping them or society. Some people can't be fixed, but there are better ways to treat mental illness and delusion. You don't give someone who thinks they're Napoleon a saber and a funny hat, and you certainly don't amputate 3" of their legs to make them short.
