Practically speaking, if you make over a million a year, you will simply move, either to a neighboring commuter state or just somewhere else.
NY literally has tax agents in FL who monitor exiles to make sure they stay in FL for half a year. Not kidding. They literally spy on people who flee their state.
That question is getting into philosophy/logic of which laws are “good” laws, that’s the difference.
