It seems ridiculous to me that the difference between legal and felony could be as simple as how you hold it...maybe you know. So I can see the lower has markings for safe, single and burst. But the lower alone wouldn't be enough. He would also have to replace the selector switch no? In other words. It may not be an atf item despite what the lower looks like
The markings on the selector (fire/safe/whatever) are not an indication that it is a pre-ban AR. In fact, it's extremely unlikely that it's a pre-ban AR, and much more likely that it's simply safe/fire/nothing-at-all.
You can mark the lower however you like. It's only select-fire if the mechanical side works, and it's extremely unlikely that's the case here (because it would have to be a retrofit on a pre-ban AR or M16 to be legal).
You can order an AR lower that says "siesta/fiesta/donkey show", but it won't bang-bang-bang if you flip the selector to the third position. It's just a joke.
That rifle is over $2k, and hardly looks like a gun for every day. Not the most expensive AR-15, but not exactly a toy for the every-man.
