That's the thing. I don't believe they're considering restarting construction in the hopes that it'll solve the "crisis." I believe they're considering it so they can point to it and say "see! we're addressing the issue", even though the wall does jack shit to deter the population that's currently swamping the border. A secondary concern is that they're likely getting significant pressure from landowners who agreed to allow the wall to run through their property and stopping construction midway through has really fucked up their land. Trashed roads, levees that are torn down, and a hundred other hazards.
Anyway, to illustrate, consider: In McAllen, the (half finished) wall in the area most hit with juveniles and "families" is about two miles from the border. It's great for stopping the people that actually don't want contact with the Border Patrol, but not so great at keeping family units out of the country who land on the bank of the Rio Grande and immediately start looking for the nearest Border Patrol agent.
