The idea was for senders to plant messages with the one personality, which would be unknown to the victim, which could then be retrieved by receivers if triggered. (Think of the Winter Soldier in the Avengers films, who was brainwashed and manipulated in this way.) It was carried out in partnership with the Canadian government (a documentary called "The Sleep Room" covers it), and you might still be able to find filmed survivor witness testimony before Congress on YouTube. BTW, George Bush, Sr. was director of the CIA when this heinous shit was going on, and Reagan did not want him as Veep any more than Trump wanted Pence, but the CFR threatened to destroy Reagan if he didn't acquiesce.
