And retailers have much more to lose, so will likely comply. It's like what we see with the chinaflu mask stuff. It's easy to say "Fuck you, I wont wear a mask!" But it's much harder to say "Sure, I'll risk losing my 40 year old restaurant, my income, my house and family, to protest this mask law!"
