That is only partially true.

Executive orders are not laws. Regulations are also not laws.

A law has to be passed by both houses of Congress and signed by the president (or overridden by a 2/3 majority if he does not sign it).

However, they are not just suggestions either. The President is legally in charge the executive branch. They are the ones in charge of carrying out the law, and have massive leeway in “interpreting” how to carry out the law. If the President orders the ATF to go seize all the mean looking guns, or the ATF issues a regulation that bans all guns that look mean and scary, that is not a suggestion.

The fact that the entire government basically disobeyed Trump for four years (cough, deep state) doesn’t mean that his orders were suggestions.

Now if Biden issues an executive order and conservatives sue and get an injunction, that can prevent him from carrying out the order, but you know how well the judicial system has been doing their job lately (not well).
