It was the fog of war at the time, and any move made at the time would have been done without full awareness of what happened. Hind sight may be 20/20, but people were rightfully not going into the capital armed that day, so it didn't get worse than it already was. We have the video and such after the fact and have figured out who did it and what kind of person they are, so more things are clear than were that day.
