As it is, a lot of big money folks have abandoned NYC, the people upstate are going to get hit with this MASSIVE tax hike and are going to laugh and leave for states that won't treat them like ATMs. I can see a lot of business leaving NY as well over this.
They can go after them, but enforcement becomes a problem. It's fairly easy for them if your business is still in NY, but if you abandon NY all together there's not much they can do aside from send you angry letters.
