The only way this works is some kind of GPS device that records the miles. Which then raises privacy concerns.

People will tamper with their odometers if that is the sole measurement used to tax you. That's harder to do on newer cars but I could swap out my instrument cluster in about 10 minutes on mine.

Further, who gets hit hardest by this tax? The poor and middle class. Wealthy people won't even notice the difference, or they'll travel in ways that don't rack up a tax.

Exactly. A really nice car depreciates $15K/year.

Given that, the price of gas and a road tax means fuck all.

Buy a $800 car : gas and tax means a lot.
