It took over 30 years to associate DES with birth defects because it affected the puberty of children of DES prescribed pregnant mothers, of which there were 3 million.

Right, "six-months to a year" is a hyper conservative estimate assuming an extremely obvious drop in fertility like 80-90% increase in miscarriage's or something.

If it's something much less obvious, it could take half a generation or more (but also would not achieve their goals).
