Wenger said in his comment above "They want your soul to go to Hell. Where you spend eternity is 100% your choice." While those two statements are true, they don't really give a solid reason as to why they would have to tell you their evil plans for you in order to drag you down to Hell. After all, if the wages of sin is (eternal) death (Romans 6:23) then any sin will cause one to die. And given that all have sinned (Romans 3:23), then the only thing they would have to do in order to get you to Hell at that point is to murder you before you could receive salvation from Jesus by believing, repenting, and being baptized into Him (Mark 16:16, Acts 2:38).
Now If you're a Christian then they would have to get you to fall away in order to cause you to lose your salvation.
The rule is because of demonic influence. Fallen angels only have power over you if you give it to them willingly.
