Apparently they are missing 4500 (or so) envelopes that those ballots should have come in. Those are required by law, and are as important as the ballot itself. Except the ballots and the envelopes don't match up. Ballots aren't legal without the envelope.
Thank you for the succicnt explanation! The envelope must have a signiture, as does the ballot, and the two need to match, as well as being able to match the signiture against the voter registration records, or something like that?

Tallied = total ballots counted?
4500 less = all the tallied ballots in hand didn't add up to the total number of ballots cast?
= 4500 blank or missing ballots?

Yes. And in this case, the number of ballots were greater than the number of envelopes. Those two numbers should match, by law.
