I said this 1000 times during Trump's presidency. If he really wanted to Make America Great Again all he had to do was issue executive orders returning ALL delegations of congressional authority to Congress and giving all executive agencies other than State and DoD (the only areas the executive is empowered in) 90 days to prepare a plan to wind down activities and fire everyone.
The next guy could cancel those EOs, but if you've already forced Congress to actually do their job for some time and you've torn the executive agencies down, its not so easy to just bring it all back.
