As for the shouting fire thing, that actually does not violate the first amendment. They don't get arrested for shouting fire, they get arrested for inciting a panic, which they also could have done by other means. It is also perfectly fine to shout fire when there is an actual fire. That is always a terrible example, the act of saying fire is not a crime at all.
