If what I've heard about that SPARS whitepaper and the theories to how deeply this was planned are true—and I'll admit, I haven't looked into it enough to be certain one way or another, but every day these things seem more and more reasonable—then having adequate stockpiles would have been a problem, because things wouldn't have been as easy to paint as "out of control."
