She may well have been faking, but it is possible to be declared legally blind and still be able to make out light, colors, and shapes, or also just have a very narrow field of vision, either of which could be enough to determine if a car might be your ride or not.
If you're legally blind, your vision is 20/200 or less in your better eye or your field of vision is less than 20 degrees. That means if an object is 200 feet away, you have to stand 20 feet from it in order to see it clearly. But a person with normal vision can stand 200 feet away and see that object perfectly.
Less than 20 degrees has to do with peripheral vision. You can see 20/20 centrally and be legally blind because of no peripheral vision which can happen with severe optic nerve drusen. Advanced glaucoma can also leave you with gun barrel visual fields/ legally blind with retained central acuity
I don't know what her deal was, but it did seem like her disability came and went depending on the situation. And she was always the first person in the building to complain if something wasn't to her liking, spinning it into an ADA issue. Even the other EEO people thought she was ridiculous!
