There's two layers here I'm not able to understand. I need a legal type of answer and not a feelings answer please. "It's because they're bad" isn't the answer I'm looking for.

"It's because under section 424 paragraph 14 and under the jurisdiction of 986 and this person specifically the cops are blablabla." <- this is the type of answer I'm looking for.

Because if it's the first answer then we should be able to beat them for not following the law and actually breaking the law. But that's not happening and I'd like to understand why.

Again, because they don't feel like it isn't an answer because then they'd be able to be sued and lose every single time. And if that doesn't work it should be able to make it's way up in the court system. And if it's not then there needs to be a legal reason for it.
