The report of the Organization of American States (OAS), on the audit of the results of the process of last October 20, confirms that signatures were forged, minutes were manipulated and also data transmission systems. This is how Evo Morales committed electoral fraud in Bolivia.

The results updated to 95% showed that Evo Morales reached 47% of the votes and surpassed by more than 10 percentage points Carlos Mesa, the strongest opposition candidate who participated with a political group called Comunidad Ciudadana.
This difference would make President Morales the winner in the first round and assured him a fourth consecutive term until 2025.
A day before, the same Electoral Court placed Evo with 45% and Mesa with 38%, figures that forced the president to seek his fourth term in the second round.
The electoral fraud unleashed a wave of violence and protests across the country. Evo Morales called for a dialogue, but the Bolivian opposition refused to sit at a table with the government. The armed forces announced that they would never confront their people and Evo Morales, cornered, resigned from the presidency and the elections will be repeated.
HOW IT HANDLED DATA
The OAS report indicates that, for the transmission of electoral results, “it is strange” that the flow of data has been redirected to a foreign network, neither foreseen nor documented. There is also no valid technical explanation why the edge servers controlled by the auditing company were not used. "This is extremely serious and affects the transparency of the process," the report highlights.
The OAS also confirms the falsification of signatures and alteration of minutes. The agency's technicians carried out a calligraphic expert analysis of 333 questioned records. To make up this sample, tables were selected in which Movimiento al Socialismo (MAS, Evo Morales' party) obtained 99% of the votes and consecutive tables, that is, those from the same voting center.
From the analysis carried out, it was concluded that 78 records (23% of the sample) presented irregularities from the expert point of view. In some cases, it was verified that all the records of the same center had been completed by the same person. On occasions, it was found that this person was the MAS representative accredited as a delegate at the center. Likewise, several minutes were found in which the ruling party obtained 100% of the votes.
“In some of these documents, the field corresponding to the votes of the opposition parties had not even been completed with a zero. In addition, the participation in some of these tables reached 100%, made practically impossible ”, adds the report.
The OAS experts requested the original minutes and the materials used at the voting tables to deepen the expert study. Tables were detected in which the signatures of the original record did not correspond with the signatures of the copies. Likewise, a comparison was made between the signatures of the jurors that appeared in the minutes and those of the worksheets, which made it possible to detect cases in which the signatures in the six jurors' work records had been falsified.
Poor chain of custody was also used in electoral fraud. In a meeting with representatives of the nine Departmental Electoral Courts (TED), the OAS team learned about various post-electoral incidents caused by disturbances such as the burning of electoral facilities (TEDs and SERECI), looting in localities of political parties, and demonstrations.
Of these incidents, the partial burning of sensitive and non-sensitive material stands out in Chuquisaca, Beni, Pando, Potosí and Santa Cruz.
"Currently, there are no necessary chain of custody controls for sensitive electoral material," reports the EOA.
“The fact that there have been burned electoral records shows the lack of protection, of adequate provisions and little coordination of the TEDs with the security forces. Given that in Bolivia there is no possibility of counting the votes, the safeguarding of the electoral records is a critical aspect to give guarantees to the electoral process ”, they point out.
The OAS explains that the control of who handles the minutes and where they are at any given time is essential. When handling sensitive documentation, it is essential to verify absolutely everything that is irregular and out of the ordinary. The electoral authority must keep records that allow the traceability of documents, especially when there are unplanned aspects. This did not happen.

In the four elements reviewed (technology, chain of custody, integrity of the minutes, and statistical projections) the OAS found irregularities, ranging from very serious to indicative.
“This leads the technical audit team to question the integrity of the results of the election of last October 20. In the IT component, serious security flaws were discovered in both the TREP and the final computation systems. In addition, a clear manipulation of the TREP system was discovered that affected both the results of said system and those of the final calculation ”, confirm the international auditors.
The existence of 1,575 TREP minutes in the final count, corresponds to an approximate of 350 thousand votes. The margin of victory in the first round is less than 40 thousand votes. Therefore, "an irregularity of these dimensions is decisive for the result." The OAS concludes that "the audit team cannot validate a victory in the first round" because the manipulations of the computer system are of such magnitude "that they must be thoroughly investigated by the Bolivian State to get to the bottom and define the responsibilities of this serious case ”.
