The programming for a machine that sorts objects marked with "X" into Pile X and objects marked with "Y" into Pile Y is something that elementary school aged children in coding classes could reliably put together. There is nothing proprietary about it and there is no reason to ever connect to the internet.

Paper ballots with a thorough chain of custody is the only real way, maybe blockchain voting would work but I don't know enough about it to speak with confidence.
