I''m no biblical scholar, I'm not even particularly religious, but based on what I've learned here about the definitions of "Neighbor" and how Christianity is not the uber-tolerant watered down leftist version that so many "churches" try to push these days, I'm guessing that in proper context, the quote is more about extending patience to those who are otherwise good community members/people on the flaws they have than it is about the "just let everyone walk all over you" line many people try to present it as.
It's just not understood in the proper context. It was a way to retaliate against someone that had legal authority to beat you without breaking the law. He allowed us our laws and expects us to follow them. He meant to show us there is always a way to win. Your oppressor would backhand you with their left hand because they used it to wipe their backend and hence was considered "dirty". Hitting you that way was meant to show how low you were. "Turning the other cheek" forces them to hit you with their right hand which would elevate your standing. They'd refuse and walk away scoffing at your perceived submission.
Aside from that "turn the other cheek" nonsense, Jesus was based AF.

I don't think it's a real quote at all. I think Constantine's henchmen clergy wrote it.
