What if a particular UK citizen is poor and doesn't have the means to pay for the device or the data services plan?

This is happening in my Territory where I am in Australia.

It's 'mandatory' at all businesses, churches etc etc.

If you "don't have a phone", don't have a connection etc etc. The business is able to submit the details for you. Details are (from memory) name, mobile, email and you scan a QR code. If you refuse they can refuse entry. The government is auditing businesses and places of worship.

I have submitted a 'Human Rights' complaint, I don't think citizens should have to submit your location to the government every time you want to worship. However, I don't think our 'Human Rights' actually covers this kind of stuff. Our conservatives are cucked to buggery.
