The empire did nothing wrong. In the now obsolete extended universe the emporer was actually just aware that their galaxy would be invaded by superior genocidal aliens from another galaxy. Thus he was trying to unite as many beings as possible to oppose that invasion.

Hah I'm not sure. I was big into the star wars books when I was a kid but these came out well after Lucas had killed it for me with episode I.
they also brought stability, a great economy, and everyone was safe. Besides the communist Jedi who are pros at mind tricks.
