If China didn’t release COVID-19 on purpose then why did they create so much propaganda to scare the world?

That’s what started all of this. People saw that and expected chyna to not be a communist dictatorship, thinking there was good reason (stuff like welding people in their homes) when it was really just a communist dictatorship being a communist dictatorship.
