Innocent? No. Guilty of murder? Also probably no. But this faggot clearly broke protocol with the neck restraint, which can only be used on someone who is actively resisting. It is not a preventative measure because it is dangerous. I could see him being guilty of manslaughter and I wouldn’t care.
