Does blackmail have any power in a system rigged to downplay or outright ignore it?

If it came out that Hunter literally shot a child on 5th avenue and raped their dying corpse, would anything happen? Sure, Fox will play it for a little bit, but who would arrest him? Soon enough Facebook/Twitter would censor it and tag any post remotely mentioning it with "these allegations are unproven and inciting violence - here's what the experts say" Then we get distracted by some other heinous event and it's back to the beginning of a new outrage cycle.
