I feel like if they were doctors or even nurses, they'd have just said so, because it's more dramatic. The fact that they didn't, and instead are using "health worker" makes me suspect that they're including people that no one else would really consider a "health worker" in the implied context, like... a janitor at a hospital, for instance.
