Sci fi acting used to be a small world: no accolades and little money. Just a bunch of nerds who would often become friends. It's why you often see the same faces again and again in the genre prior to it being really mainstreamed and monetized around 2000.
He was also in "Starship Mine", TNG, season 5 or 6 but dont remember the specific episode number. He was also in star trek generations.
He wasn't a Vulcan in Generations, but they retconned him as one in Voyager, and I'm okay with that.

The really funny thing about this is that all of the actors from non-Trek scifi shows end up getting long term acting gigs on the Hallmark channel.
