Though indirectly the goal is the same, keeping blacks (actually everyone) down. Create an underclass of people by making them eternal victims who are entirely dependent on the state to accomplish anything. This will keep them in the prole/serf class eternally while guaranteeing their continued vote and support since they'll be too uneducated and/or indoctrinated to see the cage that's infront of them.
