Well on a lesser sense, kind of. It mostly steamed from 2 problems. First, the commies were envious of the farmers/land owners. They were successful and did their job well, so they hated that, and wanted the land (always envoy and greed with the commies). So they killed/gulaged the successful farmers and put morons in charge who had no clue what a plant was. Secondly, they promoted pseudo science nonsense (government approved) that told them to grow plants that were not suited for the land and environment. This compounded with the fact that the farm owners didn't know their ass from a whole in the ground, meant they failed, miserably and utterly. And "the people" starved because of it. (government and military stole what was remaining of the food supply, because some people are more equal than others remember)
Doing shit like killing all the birds because they were afraid they were going to steal seed, only to have limitless plagues of bugs eat all the crops, didn't help.
They had mass famines because the farmers were murdered or taken away from their farms to work on slave crews, mostly.
