They will get you back every penny for the lifetime of the account. Steam can offer to unlock your account but you'll have to agree. Most likely the bank will just reverse it from their account to yours and they'll eat a loss.
I do this every time I have a free speech issue. I have never lost because of time/age of account/ whatever
