Their Bio Weapon was the Spanish Flu, and dirty conditions. Many people died of bacterial pneumonia and did not have access to steroids, let alone over the counter flu treatments. It was a big plan that began pre WWI, Paused, and was weakened after WWII. But every 20 years since, we have caught a communist trying to do something.

TL;DR: The Spanish were the only ones with the cajones to report on it because the other powers were afraid that if it got out how many people were dying from influenza in the shitty conditions in the trenches, it might show weakness to their enemies who, simultaneously and unbeknownst to the other side, were suffering the same.

Really weird situation when you think about it.
